ROE Submission Types: Self Submitter vs. Managed Submitter

When generating Records of Employment (ROEs) on payroll, the way the ROE is submitted to Service Canada depends on whether the business is set up as a self-submitter or a managed submitter.

Managed Submitter (Auto-Submit to Service Canada)

Businesses that have signed the ROE Authorization Form are considered managed submitters.

  • ROEs will automatically be submitted directly to Service Canada on the business’s behalf

  • The submit button is greyed out since the business cannot perform this function

  • The ROE is filed after it is generated and finalized in the system

Use this option when:
You’ve submitted the signed authorization form and want a hands-off ROE submission experience.

Self-Submitter (Business Uploads to Service Canada)

If the business has not signed the ROE Authorization Form, they are considered a self-submitter.

  • ROEs will still be generated in the platform

  • You’ll need to download the XML file

  • You are responsible for uploading it to ROE Web

Use this option when:
You prefer to handle ROE submission yourself, or haven’t submitted the authorization form yet.
